Earth in the 22nd century has become an absurd and dangerous planet. Agent Pug was originally just an ordinary pug going by the name of Potato Cake. Potato Cake's master was a mechanical craftsman named Genghis Khan, and the two lived outside the government's designated safe zone.

One day, Potato Cake and Genghis were caught in a bombing raid by the government that was intended to clean up rebels. Due to severe damage to their bodies, Genghis Khan transformed himself and his pet pug into bioengineered cyborgs, but it caused a rift between pug and owner. Potato Cake, blaming the rebels for the injury caused to himself and his master, turned to the government.

In the course of his service, he became a spy pug. Genghis Khan, on the other hand, joined the rebels because he hated the atrocities of the government, and thus former pet and master became enemies. But in order to secretly protect his master, Agent Pug has to this day never revealed the identity or location of Khan to the government. After the invention of the Reality Vizor, the Quantaar Hero Association was founded with secret funding from the Earth government.

The Quantaar heroes were summoned to Earth by the Observers, and the cosmic event drew the attention of people all over the planet, if only for a short time. But what is the government trying to cover up by staging such a spectacle?
